SPEECH DELIVERED BY HIS EXCELLENCY, ENGR. ABDULLAHI A. SULE, GOVERNOR OF NASARAWA STATE, ON THE OCCASION OF A TWO-DAY CAPACITY BUILDING WORKSHOP, ORGANIZED FOR DIRECTORS IN THE STATE CIVIL SERVICE BY NASARAWA STATE GOVERNMENT IN COLLABORATION WITH GMASS CONSULTING AND SOLUTIONS, ALIYU AKWE DOMA BANQUET HALL, GOVERNMENT HOUSE, LAFIA: WEDNESDAY, 9TH SEPTEMBER, 2020

It is my pleasure to address you today on the occasion of A Two-day Capacity Building Workshop, organized for Directors in the State Civil Service by the Nasarawa State Government in collaboration with the Gmass Consulting and Solutions.

2. Let me commend the Gmass Consulting and Solutions for this worthy partnership, aimed at improving efficiency and building Director’s capacity in the delivery of service for enhanced productivity. This is intended to reinvigorate the service for effective and efficient service delivery in line with the policy thrust of this Administration to launch Nasarawa State on the part of progress and development for socio-economic prosperity.

3 As you are aware, the Civil Service is the fulcrum in the formulation and implementation of Government policies and programmes. Indeed, it plays a pivotal role of broadening the scope of the public/civil servants on the rudiments of administration and its work ethics, as well as enhance the service with appropriate tools for effective service delivery.

4. Today’s event affords us yet another opportunity to appraise the emerging challenges associated with the current trend of doing Government business in order to galvanize our efforts towards sustainable development in the Public Service. It is for this reason that we have conceived this thought-provoking topic, “The Director as Protagonist of Sustainable Development of Civil Service: Understanding current Trend of doing Government Business”. I have no doubt that this topic will enrich our participants on the modern trends of doing Government business, as well as strengthening the performance management of our Directors by way of entrenching e-governance in the conduct of Government business.

5. Distinguished ladies and gentlemen, as you are aware, in a bureaucratic setting like ours, there is an hierarchical structure with clear definition of roles and responsibilities assigned to the superior officers to the subordinate staff. In this regard, Directors constitute the basic conceptual structure of the public service, saddled with the responsibility for policy initiation, as well as serving as the drivers in the implementation of Government policies and programmes.

6. The Director coordinates, directs and supervises all administrative and technical processes and activities of a department, segment or branch and also serves as secretary to meetings of whatever named, as well as keeping minutes of proceedings, among other administrative businesses. I need to further state that Directors serve as the pillars and intermediaries between the top management and the subordinate staff and also supports the execution of the functions of the Permanent Secretaries in the Ministries, Departments and Agencies.

7. My dear participants, it is for this reason that the theme of this training workshop “The Role of Civil Servants in Sustainable Growth and Development of Nasarawa State” was coined to reflect the reality of the situation. This is considering the significant role the Civil Servants play in the implementation of Government policies and programmes for sustainable development. To effectively achieve this, there is the need for seamless transition to digital operations with the view to inculcating the knowledge of Information Communication Technology (ICT) in our Civil Servants to realize the objectives of e-governance in line with current global best practices.

8. It is pertinent to reiterate the importance of record keeping in the day-to-day activities of Government. I need to observe that lack of proper documentation of Government activities will result to loss of institutional memory and the attendant challenges of development. There is, therefore, the need for the main actors in the Service to be ICT compliant in order to adapt to the e-service requirement for the benefit of our development endeavours.

9. My dear participants, this Administration is determined to revolutionalize the Public Service for enhanced productivity. This is why enormous resources was committed towards the capacity building of our Civil Servants, aimed at equipping the participants with the requisite knowledge and skills in line with our vision of repositioning the public service for effective service delivery.

10. This training workshop is geared towards further engaging you to the imperatives of the vision and mission of the present Administration to enable you play the roles that are expected of you as the main technical actors in the Civil Service. It is my expectation that the knowledge to be acquired by the participants at this training workshop would add value in the performance of your assigned tasks.

11. As Directors, you must endeavour to take steps towards personal development by continually updating yourselves and ensure ICT compliance in the discharge of your onerous responsibilities. I urge you to utilize the opportunity provided by this training workshop to strengthen your skills on report and memo writing and other rudiments of the service. As the backbone of the service, you must play a pivotal role of ensuring stability in the system and facilitate the attainment of set goals.

12. Let me once again, commend Gmass Consulting and Solutions for partnering with the State in organizing this all-important training workshop. I belief that the workshop will add value in our quest to reposition and reinvigorate the service for effective delivery. I, therefore, charge the participants to participate actively in order to tap from the speaker’s wealth of experience.
